Maxime Bélanger specializes in strategic communications, public affairs, and issues management in complex, high-visibility environments. Based in Montreal, Maxime advises senior leaders through periods of transformation, with expertise spanning government, corporate affairs, and stakeholder relations.

He is recognized for building integrated communications strategies that align political, media, and organizational realities. With experience supporting ministers, executive leadership, and large multidisciplinary teams, Maxime brings a sharp understanding of executive positioning, crisis communications, media relations, and public acceptability in highly regulated sectors.

Before joining Crestview Strategy, Maxime served as Director of Communications for the President of the Québec Treasury Board, where he led communications tied to the management of more than $130 billion in annual public expenditures. He also served as Director of Communications for Québec’s Minister of Public Safety, overseeing crisis communications during major public safety events and managing high-stakes issues requiring close coordination with government partners, law enforcement, and key institutional stakeholders.

Previously, Maxime spent more than four years at an international public relations agency, where he advised major clients on corporate communications, social acceptability, and crisis management. He holds a Bachelor of Communication Science from the Université de Montréaland has completed additional certifications in public participation and emergency management systems. Outside of work, he supported and was board member of a Québec-based LGBTQ organization.
