Open Round: Strategic Intent Behind Government Funding

Introduction

Welcome to the first edition of Open Round.

Open Round is designed to help businesses understand the strategic intent behind government funding and what it means in an increasingly complex policy environment.

This is not a catalogue of open grants and funding opportunities, although we’re always happy to have that conversation. Instead, Open Round looks beyond program guidelines to examine the policy priorities shaping government investment decisions and the opportunities those priorities create for industry.

Focus on Decarbonisation

This week, we’re examining two programs that support industrial decarbonisation.
While both are intended to accelerate Australia’s transition to a lower-emissions economy, they operate through very different funding mechanisms and target different segments of industry.

Taken together, they provide valuable insight into how the Australian Government is approaching industrial transformation. Rather than relying on a one-size-fits-all funding model, government is creating distinct pathways based on business size, maturity, capital requirements and capacity for growth.

National Reconstruction Fund: Net Zero Transformation

The National Reconstruction Fund (NRF) is the Commonwealth Government’s flagship industrial investment vehicle. One of its priority areas is Renewables and Low Emissions Technologies, which includes support for large-scale industrial decarbonisation projects through the NRF’s Net Zero investment mandate.

Unlike traditional grant programs, the NRF invests through loans, equity and guarantees, with a focus on projects that are commercially viable and capable of generating a return.
The Net Zero investment mandate has up to $5 billion available and accepts applications on a rolling basis through an Expression of Interest process.

Projects likely to align with the fund include large-scale decarbonisation initiatives across heavy manufacturing, energy generation, processing industries and resource sectors, where significant capital investment is required to accelerate industrial transformation.

AMGC Industrial Decarbonisation Program

The Advanced Manufacturing Growth Centre’s (AMGC) Industrial Decarbonisation Program provides direct grant funding to help Australian manufacturers reduce emissions while improving productivity and competitiveness.

The program has a total funding pool of $10 million and offers matched grants of between $400,000 and $1 million per project, covering up to 50 per cent of eligible project costs.

Eligible activities include energy efficiency upgrades, electrification, process optimisation, adoption of low-emissions technologies and other initiatives that deliver measurable emissions reductions.

Unlike the NRF, this program is specifically targeted at SME manufacturers. Applications are currently open and will remain so until December 2027, or until available funding has been exhausted.

What Does This Tell Us?

While the policy objective is consistent, reducing industrial emissions while strengthening Australia’s industrial competitiveness, the delivery mechanisms are notably different.

Government has deliberately established separate pathways for businesses at different stages of growth and operating at different scales.

For large industrial businesses, the focus is on providing access to patient capital to support major transformation investments. For SMEs, the emphasis is on grant funding that lowers the barriers to adopting practical decarbonisation technologies and processes.

The broader signal is clear: industrial decarbonisation is no longer viewed solely as an environmental objective. It is increasingly being positioned as an industrial competitiveness agenda, with government intervention calibrated according to the size, maturity and investment needs of the businesses it seeks to support.
